The Senior Development Officer in the Metropolitan Policy Program (Metro) will work with the Senior Director of Development, Development staff, Metro's scholars, and Central Development (DEV) at Brookings to develop and implement fundraising strategy for a $12 million Program including individual, corporate, foundation, and other contributors. The Senior Development Officer will also manage donor relations, provides stewardship, and assists with event management for program donors.


Fundraising and Donor Relations (60%)

  • Works in coordination with the Metro Senior Director of Development to create and implement sound strategies to identify, cultivate, and steward donors at all levels.
  • Identifies and engages new donors for project support; assesses the potential and capacity of existing and prospective donors.
  • Identifies and arranges meetings between Brookings representatives and prospects; prepares background briefings and talking points for Brookings participants in these meetings; participates in meetings; plans and implements appropriate follow-up.
  • Creates cultivation and stewardship plans for all priority prospects and funders.
  • Drafts and edits proposals and grant reports as needed; conducts follow-up measures on all solicitation efforts.
  • Moves donors through the cultivation and solicitation process, including special events, mailings, and other activities as appropriate.
  • Manages the review and approval of proposals in partnership with Metro development officer.
  • Develops and communicates strategies for engaging and stewarding donors, including benefits offerings, volunteer opportunities, scholar meetings, and private events.
  • Plans and implements events and other outreach opportunities for prospects and donors; follows up with participants.
  • Supports management of fundraising efforts through the Program's CRM.
  • Maintains accurate and up-to-date files on funders, including correspondence and proposals.

Coordination of Fundraising Efforts within Metro and Brookings At-Large (40%)

  • Coordinates, collaborates, and communicates on all fundraising efforts with Senior Director of Development, Exec team colleagues, and Metro's Communications and Engagement and Finance teams; contributes to culture of open communication with free flow of information.
  • Participates in weekly team meetings, one-on-one meetings with Senior Director, and the Institution's Central Development (“DEV”) meetings.
  • Partners with Senior Director and program leadership to set annual goals and track progress.
  • Meets regularly with scholars to understand their research agenda and related budget, matching funding resources to their needs.
  • Partners with Metro Communications to ensure research and materials are shared with prospects, donors, and a range of city stakeholders.
  • Ensures that all stewardship activities are implemented and integrated into overall fundraising strategy; works closely with team to prioritize and implement efforts to build Brookings Metro presence and donor pool in major metropolitan areas.


Education/Experience Requirements:

Bachelor's degree in public policy, political science, or a related field required. Minimum eight years of relevant experience, including experience with one or more of the following prospect pools: individuals, foundations, governments, and corporations required. Familiarity with or knowledge of metropolitan or city government issues required.

Knowledge/Skills Requirements:

Superior organization and task or project management skills required, as well as strong writing skills, including proven ability to conceive and write complex grant proposals with excellent Microsoft Word and Excel skills. Familiarity with or knowledge of city government and local economy issues required, along with strong interest in subject matter. Familiarity with or knowledge of CRMs such as Raiser's Edge and Salesforce preferred. Must possess ability to handle multiple tasks and deadlines, and work well with others in a fast-paced environment. Sense of initiative, discretion, mature judgment, and entrepreneurial spirit required. Some travel may be required.
